Official Rules of Play
- Organizational Authority: The 2026 RVA Duck Fest Raffle is a standalone raffle produced by, and for the benefit of, the Autism Society of Central Virginia (ASCV, referred to as the “Producer”), a charitable organization under Section 501(c)(3) of the Internal Revenue Code.

Eligibility: The raffle is open to legal residents of the United States in jurisdictions where such raffles are permitted and who are 18 years of age or older. Employees of the Producer (Autism Society of Central Virginia, ASCV), any individuals directly involved in the management or administration of the raffle, and their immediate family members are not eligible to win. Void where prohibited by law.

Entry Limits & Odds: A maximum of 20,000 raffle entries will be sold. There is no limit to the number of entries an individual may purchase, up to the maximum available. Odds of winning depend on the total number of eligible entries sold.

Prize Details: One (1) winning ticket will be selected for a $10,000 cash prize. The prize is subject to applicable federal and state tax withholding. The Producer will comply with all IRS reporting and withholding obligations; the winner will receive the net amount after required withholdings. The winner is responsible for any additional taxes.
Additional prizes (approximately 9) are currently being finalized. Once secured, the full list of prizes will be publicly disclosed on the RVA Duck Fest website and through related communications. These prizes may include goods, services, or experience packages donated by community partners or purchased using raffle proceeds or sponsorship funds. -
Ticket Sales & Pricing: Raffle entries will be sold exclusively online through the official raffle platform. As part of the purchase process, entrants must provide the name of a single individual to whom the ticket will be assigned and certify that they are 18 years of age or older, including providing their year of birth for age verification. Pricing tiers are: $10 for one (1) entry, $25 for five (5) entries, $50 for ten (10) entries, or $100 for twenty-five (25) entries. All entries are non-refundable. Sales will close at 4:00 PM on Saturday, August 22, 2026, or when all entries are sold, whichever occurs first. No entries will be sold after this time.

Ticket Numbering & Physical Counterparts: Each raffle entry corresponds to a unique ticket number. Upon purchase, entrants receive an email confirmation with their assigned ticket number(s). For every online entry, the Producer will generate a corresponding physical ticket/stub bearing the same number.
Upon purchase, each entry will be assigned a unique, sequential number associated with the purchaser and recorded in a master electronic system. The website will maintain all records associated with sales and purchasers, with information readily accessible and exportable for reporting and audit purposes. Each purchaser will receive an emailed confirmation of their purchase, including all required records and their assigned raffle number(s).
For purposes of the drawing, ASCV will generate corresponding physical raffle tickets bearing the same sequential numbers, with a portion retained by the organization for placement into the drawing receptacle.
Participants may request a copy of their physical ticket by contacting the Producer at development@ascv.org or by calling 804-259-3188 to arrange in-office pickup or request delivery by mail. -
Prize Drawings: The raffle drawing will be conducted at CarMax Park in Richmond, Virginia, on August 22, 2026, at 4:30 PM, by ASCV’s Events Director or a designated representative. ASCV’s Executive Director, along with the other members listed in Item 5 herein, will be responsible for the oversight of the raffle activity.
A complete set of sequentially numbered ticket stubs will be placed into a receptacle designed to ensure that each ticket has an equal chance of being selected. The ticket stubs will be thoroughly mixed prior to drawing. Twenty-five (25) tickets will be drawn at random. During the drawing, each selected ticket number will be verified in real time against the master sales record to confirm that it corresponds to a valid purchase and an eligible entrant. If a drawn number does not correspond to a valid entry or is otherwise ineligible, it will be set aside.
The first valid ticket drawn will be designated as the potential grand prize winner. Subsequent validated ticket numbers will establish the order of winners of the 9 other smaller prizes (still being finalized). -
Prize Notifications & Forfeitures: Winners will be announced following the drawing. Winners do not need to be present to win and will be notified by telephone and/or email using the contact information provided at the time of entry. Winners must provide valid identification to claim their prize. Prizes may not be substituted or exchanged. If a winner cannot be contacted, fails to respond within fourteen (14) calendar days of notification, or is deemed ineligible, the prize will be forfeited.

Winner Identification: The person whose name appears on the purchase confirmation corresponding to the selected ticket number will be awarded the prize. Positive identification (photo ID) is required to claim any prize.

Transferability: Prizes are non-transferable and may not be substituted or exchanged. Each ticket must be issued in the name of a single individual.

Physical Ticket Requests: Participants may request a physical ticket by contacting the Producer at development@ascv.org or 804-259-3188 to arrange in-office pickup or mail delivery.

Liability Release: By participating in the raffle and/or accepting any prize, each entrant and winner agrees to release and hold harmless the Producer (Autism Society of Central Virginia, ASCV), its officers, directors, employees, volunteers, sponsors, contractors, vendors, and agents (collectively, the “Released Parties”) from and against any and all claims, liabilities, losses, or damages of any kind, including but not limited to personal injury, death, or damage to or loss of property, arising out of or related to participation in the raffle or the acceptance, use, or misuse of any prize.

Promotional Consent: Except where prohibited by law, participation in the raffle and/or acceptance of a prize constitutes the winner’s consent to the use of their name, likeness, photograph, voice, opinions, and/or hometown and state by the Producer (Autism Society of Central Virginia, ASCV), its sponsors, and their respective agents for promotional purposes in any media, worldwide, without further payment or consideration.

Finality of Decisions: All decisions and interpretations of these rules will be made by the Producer and are final.

Right to Modify or Disqualify: The Producer reserves the right to cancel, suspend, or modify the raffle, or any part of it, if fraud, technical failures, or any other factor beyond its reasonable control impairs the integrity or proper functioning of the raffle, as determined in its sole discretion. The Producer reserves the right to disqualify any individual found to be tampering with the entry process or acting in violation of these Official Rules or in a disruptive or unsportsmanlike manner. Any attempt to deliberately undermine the legitimate operation of the raffle may be a violation of criminal and civil law, and the Producer reserves the right to seek damages to the fullest extent permitted by law. Failure to enforce any term of these Official Rules shall not constitute a waiver of that provision.

Technical Issues & Errors: The Released Parties are not responsible for technical failures, system errors, or interruptions that may affect the purchase or processing of raffle entries, or for incorrect or incomplete information provided by entrants. In the event of a confirmed error affecting an entry, the Producer reserves the right to take appropriate action in accordance with applicable laws and regulations. No more than the stated number of prizes will be awarded.

Governing Law & Disputes: Except where prohibited, any disputes, claims, or causes of action arising out of or related to this raffle or any prize awarded shall be resolved individually and exclusively in a court of competent jurisdiction located in Richmond, Virginia. All issues and questions concerning the construction, validity, interpretation, and enforceability of these Official Rules, and the rights and obligations of entrants and the Producer, shall be governed by the laws of the Commonwealth of Virginia.

Legal Compliance: This raffle is subject to all federal, state, and local laws and regulations, including the regulations of the Virginia Department of Agriculture and Consumer Services (VDACS).

Intellectual Property: RVA Duck Fest and its logo are registered trademarks of the Producer; unauthorized use is prohibited.
